ESI to Support DC MMIS Modernization Effort

Sep 26, 2024

Washington, DC – Educology Solutions (ESI) will play a key role in the modernization of the District of Columbia’s Medicaid Management Information System (MMIS) Core, a major health IT initiative awarded by the DC Department of Health Care Finance (DHCF). The five-year, $85.9 million contract is focused on transforming the District’s Medicaid infrastructure to improve service delivery, data integration, and operational performance.

A central component of the project is the replacement of the legacy MMIS with a cloud-based, commercial-off-the-shelf (COTS) platform. The new system will streamline claims processing, provider enrollment, member eligibility management, and fiscal agent functions. It will also be designed to integrate with other core systems, including the District of Columbia Access System (DCAS)—the city’s integrated eligibility and enrollment platform—and the Provider Data Management System (PDMS), which supports centralized provider information management.

“This contract is a major win for ESI,” said Robin Appia, President and CEO. “It’s an opportunity to contribute to one of the District’s most critical public health initiatives while reinforcing our commitment to health IT innovation.”

As part of the contract team, ESI will provide services including design, development, and implementation support, operational readiness, training, and post-implementation system support and Fiscal Agent Operations. These services will ensure the successful launch and sustainability of the new Medicaid enterprise platform.

This work aligns with ESI’s core competency in Health IT Solutions, which includes experience in Medicaid transformation, enterprise platform integration, and public sector healthcare systems. The company’s broader service portfolio also includes Cybersecurity, Cloud Integration, and Training.

“This award aligns perfectly with our Health IT Solutions strategy and underscores our ability to support complex Medicaid transformation efforts,” said Robert Boakai, Vice President and COO. “We’re proud to be part of a program that will modernize core operations, support compliance, and improve services for residents across the District.”

The MMIS Core modernization project is a cornerstone of DHCF’s strategy to meet Centers for Medicare & Medicaid Services (CMS) certification requirements, expand interoperability, and build a more agile, secure, and scalable healthcare IT environment.
